Consolidated Plan

The U.S. Department of Housing and Urban Development (HUD) requires all states and entitlement communities administering programs funded through HUD’s Office of Community Planning and Development (CPD) and other housing and homelessness programs to develop a Consolidated Plan every five years. The Consolidated Plan serves as a planning document for the state establishing goals and priorities for administering these programs and is developed through a public, participatory process.

2025-2029 Consolidated Plan

The Annual Action Plan serves as an application to HUD for funding under the Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME), the National Housing Trust Fund Program (HTF) and Emergency Solutions Grant Program (ESG).

The Consolidated Annual Performance & Evaluation Report (CAPER) is required by HUD to report on the outcomes achieved through the programs covered in the Annual Action Plan.

HUD requires all states and entitlement communities administering programs funded through HUD’s Office of Community Planning and Development (CPD) and other housing and homelessness programs to develop a Citizen Participation Plan which describes the public process for providing input on the Consolidated Plan, the Annual Action Plan and the CAPER.

2025 Citizen Participation Plan

Federal law requires that any community receiving CDBG or HOME funds implement these programs in compliance with the federal Fair Housing Act. These requirements can be achieved through the preparation of an Analysis of Impediments to Fair Housing Choice (AI).
